I don't know how much this has been talked about or if there's something that'll totally refute my little theory (or prove it right but I haven't seen it) but here goes:

I really think Crosshair was supposed to kill Cham here too.

But we see him hesitate and even aim the Firepuncher away

And then we see Rampart looking over at him like this

And in the next episode when Rampart tells him "I'm more worried about what you're capable of," I don't think he just meant finding Hera.

And one of two:

Either Crosshair doesn't have the chip anymore by this point and he's directly going against an order

Or he does still have the chip (unbeknownst to him) and is fighting it
