In my headcanon, exposed hands are considered nudity in villager culture. Due to this, villagers only expose their hands out of their robe to use them or for intimacy with their lover. Steve, his pseudomemories of human culture giving him the assumption that villagers do the same, offered a handshake to a villager once, oblivious to the outrageously lewd gesture he was making.
