Despite Danny's best efforts, no matter how much time past, Amity Park refused to see Phantom as a hero.
Sure, there were pockets of support, particularly among teens, but most of the town blames Phantom for the property damage, saying if he didn't fight the ghosts then it wouldn't be so bad, to that time he got mind controlled by Freakshow and "attacked" the mayor. It wears him down. It wears Tucker and Sam down. Jazz can only try to support them all.
Then one day, a member of the Justice League visits. Someone minor, and kinda a jerk... maybe a Wonder Twin? Zan? Whatever. They don't investigate; they don't look deeper. They listen to the town folks and declare the ghost hunters, Red Huntress and the Fentons, to be the official heroes of the town.
Worse? Danny Phantom is officially considered a villain to the Justice League. Tuck hacks into the Watchtower and confirms that they have a file (a heavily inaccurate file) about how to defeat Phantom.
Danny doesn't think he can do this anymore.
A few weeks later, a young villain escapes into Amity and demands (begs) that Danny help them escape from the hero after them. No idea who, I can't find a lot of info on teen villains in DC, so let's fudge some ages and make it Kyd Wyckyd from the Teen Titans cartoon. Danny agrees, because to hell with the Justice Losers, and they defeat the hero, becoming friends in the process. Kyd confesses that they became a villain after being ostracized bc of how they look, and they've been trying to avoid villain organizations because HIVE was abusive, but it's really hard to be a villain alone bc of all the heroes.
Sam gets an idea. Tucker agrees with the idea. Jazz is just happy they'll end up making friends.
The next day, the Teen Villain Alliance is formed, ready to assist with any teenage illegal shenanigans their allies might get into.
Some notes:
It's created to be a healthier option for teen "villains" to connect with others and support each other.
It's more important that this is for Teens rather than Villains. They're tired of adult villains taking advantage of them. The TVA would rather ally with a teen vigilante than with an adult villain.
Again, no idea who the teen villains are, but Klarion is definitely here. He leaves the Light for the chaos of the TVA. Maybe Ember is there too?
Timeline wise, this is around when Tim is still Robin, but Damien has arrived at Wayne Manor.
This is because, when it comes time to try to infiltrate the TVA, they'll have a convenient child-assassin who has none of the monitors of a teen hero that Phantom immediately picks up on.
Damien, who at this point has been abandoned by his mother, dismissed and scolded by his father, and has had no success at carving his own place in the family, jumps at the chance. He is then surrounded by peers who don't insult him or try to change his behavior (too much; jazz is trying to help him find healthier methods of expressing himself). He... might not want to continue being a spy.
Danny, Sam, Tuck, and Jazz are the founding members.
Danny reinvents himself as the High Prince of the Infinite, Prince Phantom Dark. He got kingship from fighting Pariah Dark, but since he's still alive, he's only a prince. He steals the last name Dark as an intimidation tatic against those in the know; only Danny would have the balls to claim family with Pariah.
Sam works as a powerless villain, but she might no be powerless? Either way, Danny gives her a bunch of repurposed Fenton tech, and she buys the rest with her parents credit card. She does NOT care if that's traced back to the Mansons. She would choose something goth, maybe something spider related or even bat?
I love Pharaoh Tucker, so I think he should get magic powers? Since pharaohs of old were considered the balance between the real and the divine. He's still a tech guy, now he's a tech and magic guy.
Jazz isn't really a villain, more of a team mom who's planning on using everyone's psyche's as her thesis paper. You know what, that's her callsign, she's Psyche. Sometimes she flirts with Nightwing.

Barbara thinks it was Bruce, with his love for new additions to the Cave. Bruce thinks it was Tim, with his late hyperfixation on AI. Tim thinks it was Babs, with her ever evolving network of keeping everything under control.
They are all wrong, but the fact stays a fact: the BatCave has an AI assistant now.
It is not very good at first, not recognizing voices very well and messing up commands, but the Bats write it off as a learning curve. Besides, it never makes the same mistakes twice, and in a couple of months, even the tiniest slip ups fade away.
Its name is Betty. First, Dick named it Bat-AI (a reasonable name), then it transformed into Bat-I for easier pronunciation, and then Steph called in Betty once, and the name was sealed.
And they all love Betty. Betty is the best, keeping track of their everyday lives, reminding them of their civilian meetings and vigilante business, alerting them of any suspicious activity in the city. Oracle finally gets to sleep for more than 4 hours in a day with Betty's help. Tim gets company when he is three weeks in and elbows deep in a case - it's easier when he has an illusion of someone to discuss the matter with, and Betty even offers him insight. Damian learns to do digital art just to have a little competition with Betty. He wins, but the AI is a worthy opponent, in his opinion.
Even Bruce begrudgingly likes the AI assistant. She is competent and helpful, and Alfred seems to approve of how she doesn't let Bruce overwork himself when he escapes medbay to keep searching for answers.
That is, until one day, Tim installs speakers specifically for Betty in the Cave.
The voice that comes from them is not robotic or mechanical.
It definitely has human intonation.
"Hello, Red Robin," the voice - a male voice, actually - greets him with slight amusement. Tim feels an uneasy feeling sinking down in his stomach.
"Betty?"
"You know me as such. I would prefer it if you called me Danny. He/them pronouns."
Remind him, who installed the AI?..

Danny got trapped inside the Batcomputer somehow - I suspect Technus had a hand in it - and decided to embrace it. He used to be a vigilante himself, so why not help this whole family of vigilantes while he is at it? They look like they need a hand.

Halloween prompts no. 7
Danny, after the portals blew due to him doing something incredibly dangerous and stupid, landing him in the dc universe. More specifically, Gotham.
Tim might have jumped about a foot in the air when that bright light came crashing down into the alley next to him. He might be super smart and independent for his age, but he was still a very curious eight year old wandering Gotham alone at night. He crept into the alley to peek at the glowing boy groaning in the fresh crater. Tim was surprised by the boys age, he looked about the same age as himself if not a bit younger (he's a year younger) and Tim was amazed he was a hero, he didn't think they started that young.
After coming to, Phantom introduced himself to Tim and was very excited to meet and potentially befriend a human who wasn't afraid of him. Phantom convinces Tim to become vigilantes (though Tim insisted on masks) with him and learns that he can bestow some of his power to other people through jewelry. Cujo appears somewhere along the way and Jason gets added to the group after he saw them transform and wanted in.
Batman nearly has a stroke because he thinks he may have caused this by letting Dick be Robin and influencing the kids. When he asked if they were metas or aliens Phantom opened his mouth to answer but was cut off by Tim's alias blurting out, "Magical girls!" Because he was terrified Batman might try to exorcize Phantom or something.
This leads to the hilarious scenario where batman is doing research on "magical girls" and wondering why none of the three are-if fact-girls.
This is an unholy fusion between super frilly magical girls and Power Rangers so have fun.

Luna hummed, her eyes glossy and unfocused, like she was far away from the corridor they were in.
“You are thinking of destiny as a line, but…” Luna’s gaze focused onto Hermione, making her shiver a bit. Her eyes were so blue and deep, like she knew every secret of the universe - it was a little unnerving. “What if, Destiny, is more like a rug?”
What?
“What if, instead of a single thread, destiny was a big rug, with hundreds of thousands of threads? Each of those woven to hundreds more, so each decision or change, it's just… reaching another one of the threads?” Luna linked her fingers together. “It won't change the rug as a whole, right?”
Hermione felt like her brain had just short-circuited like her mom’s blender last Christmas - frozen in place, with the engine still making sounds trying and failing to make the blades spin. What Luna just said made a LOT of sense, but at the same time Hermione couldn’t really process it - She guessed this must be what realizing a big mystery of the universe must feel like - like a broken blender that still tried to work.
