Decker's Policy

Decker’s Policy possibly states that when in serious danger, a person can fake death and stay in hiding until it is safe. When it is safe that person can come out of hiding and legally return to their previous status. This means that Jenny Shepard could come back at any point if she thinks it’s safe and she could take back her chair as Director of NCIS. This is why no one has said anything about the policy. I believe Decker was in danger and had plans to use this policy, as it was created for his own use. Unfortunately the bad guys killed him before he got the chance to carry out his plan. If he would have faked his own death, the bad guy who wanted his position could take it. However if this were to happen Decker could come back and reveal the bad guy’s plan, get his spot back and put the bad guy away. Decker died from murder but the cover up said it was a heart attack. Jenny was smart. Yes there were bad guys after her. Yes there was a shootout. But, Jenny was smart and faked her death. She was being poisoned, (her symptoms could be side effects of thallium poisoning as I’ve explained in another post. It explains why Jenny dyed and cut her hair because thallium causes hair loss and this would prevent people from noticing, it can effect the kidneys, motor skills, and it also effects the heart which is why Tony didn’t think she had a pulse.) Director Vance is probably in on this. He was completely prepared to become director. He stepped in right away and showed no sign of shock or remorse for Jenny. In fact he tried to split the team up and succeeded for a while, (probably to keep them from finding out he was in on this.) I believe when Decker’s policy surfaced and Jenny was pronounced dead, Vance realized he was basically fucked if she hadn’t actually been killed, which is why he never brings it up. If someone sees the policy they could suspect and look into this. This could also help explain why Gibbs, Mike and Vance had no problem with burning her house down to lie about how she died. Vance truly did want people to think Jenny was dead so that no one would question his becoming director. Gibbs and Mike understood that as long as the public knew she died, no one would be after her and she would be safe in hiding for as long as she needed. The note Gibbs found in Jenny’s house that had his name on it was left AFTER her supposed death when people were lead to believe it was her way of saying she knew it was going to happen. It was actually her way of saying she was alive and well. (Kind of like the House series finale: House left his name badge where Foreman would find it.) So, all this means they could have Jenny come back at some point. I highly doubt they ever will though. I don’t think Lauren would ever return to her role as Jenny, I don’t think the creators of NCIS would be thrilled about bringing a supposedly dead character back, but that’s just because that’s not the kind of show it is. If they ever bring up the storyline again though I do hope we find out about how Jenny is, at least to settle the nerves of the people who miss her. Even if none of this happens though, us viewers have the satisfaction of knowing there is a possibility that she is alive and well somewhere… (I like to think she moved to Paris… For obvious reasons.)

Steve: We’ve been hunting Thanos for three weeks now. We’ve face-scanned satellites, we got nothing. Tony, you fought him-

Tony: -Who told you that? I didn’t fight him. No. He wiped my face with a planet while the Bleaker Street magician gave away the store. That’s what happened. There was no fight-

Steve: Alright. Okay. Did he give you any clues? Any co-ordinates? Anything?

Tony: I saw this coming for years. I had a vision - I didn’t want to believe it. Thought I was dreaming-

Steve: Tony, I’m gonna need you to focus-

Tony: -And I needed you. As in past-tense. That trumps what you need. It’s too late, buddy. Sorry. (…) And I believe I remember telling all of ya’s - alive and otherwise - that what we needed was a suit of armour around the world! Remember that? Whether it impacted our “precious freedoms” or not. That’s what we needed. 

Steve: Well, that didn’t work out, did it?

Tony: I said we’d lose. You said: “we’ll do that together too.” Guess what, Cap? We lost. You weren’t there. But that’s what we do, right? Our best work after-the-fact? We’re the Avengers? We’re the A-vengers?! Not the Pre-vengers? Right? I’ve got nothing for you, Cap. I got no co-ordinates, no clues, no strategies, no options. Zero, zip, nada. No trust, liar. *rips arc reactor off his chest and slams it into Steve’s hand* You find him, you put that on. You hide.

I wish the Russos had come out and said this earlier on. Instead of passing Tony’s death off like, “Oh it was the natural end to Tony because he was so selfish at the beginning,” their Entertainment Weekly interview about Tony’s ending actually examines Tony as a character critically–and also admits that he’s the truest hero of them all. 

First, they admit it wasn’t easy to kill Tony because many kids look up to him: 

In some ways, it seemed like a natural choice. Stark had gone from aloof arms dealer to someone who repeatedly risked his own life to spare others. But it still wasn’t an easy decision, especially given the hope and inspiration Iron Man has provided to fans over the years.

“There are a lot of sick kids who really look up to that character, and it’s hard because we’re trying to tell a story about heroism,” Joe Russo tells EW.

“And sometimes heroism involves doing whatever it takes,” Anthony adds.

Second, they admit Tony was always a hero with a self-sacrificial bent this entire time. His selflessness isn’t something new, but was a character trait that has always been there and had to be respected: 

There was a daredevil aspect to Tony Stark, a defiance of danger, a determination — almost a self-destructive impulse — to put himself in harm’s way. Eventually, it was going to end in something he couldn’t walk away from.

“I think in a way Tony Stark was meant to die, and he always knew he was going to die because he could never reconcile that notion in himself of not protecting the universe,” Joe says. “I think that was always a spark in him, always seeing that there was danger coming on the horizon and that someday, he and that danger would meet.”

To the Russos (and many fans), it makes sense that Tony would die defending the world, because there’s no way he’d stand-by–not when he’s been doing it for so long. It’s hard to imagine Tony ever retiring, sitting out the fight, because that’s not what real heroes do. They lay on the wire every time–and that’s what Tony has been doing all along. 

And third? They admit Tony was the most formidable of them all–and for the right reason:

This is why Thanos knows who this puny human is in Infinity War. Stark had already made a lot of trouble for him.

“Stark is the most formidable of all of them,” Joe says. “Because of his heart.”

I watched a little further and it’s actually “witchfinder colonel Dalrymple” this is so fun

Okay how is nobody talking about the fact that Nina called Maggie “angel” when they were having their little chat with Crowley in the last episode ?????

Also I’m rewatching season 1 and just noticed that sergeant Shadwell mentions Me Dalrymple in ep. 5 after coming back from the bookshop.

He says “nobody’s ever done what I’ve done. Not Hopkins, not Siftings, not Dalrymple.”
