I’d do that As Devotion to all Colors on Phyrexians and Phyrexian Mana,So that it works without the Problematic mechanic.

Does "Devotion to Phyrexia" work within the rules?

My best guess is I think so. We don’t like putting Phyrexian mana in mana costs though, so not a great potential for use.
