Jason Todd should cause problems for Bruce, not by committing crimes but by spoiling his siblings. Seriously, load them up on sugar and sweets, then hand them back while they are still on a sugar high. And I don't just mean the younger ones, Dick too. A sugar high Nightwing bouncing off the walls of the Bat cave accompanied with the rest of the Batfam would absolutely cause Bruce endless headaches.

I have a head cannon that sometimes JJ kinda takes over every once in a while and Jason is the only one who can talk to Tim without him freaking out because all Tim can process in those moments is the voice and face of his Robin, his hero, who’s there to protect him. That’s very lightly digging into the depths of these head cannons but I don’t have enough time to go super into detail.
I just love your Tim drake as it's just practically getting jumpscared everytime and I just love that
